Methodology

The literature search was carried out by the following keywords, individually and goes back in all relevant combinations until 1986: * adapt to bend, * break, compliance, control, decision making, except flexible gap, followed by *, management, paperwork, practice prescript, procedures, risk, routine, rule, safety, sharp end to standardize, standardize, trust, uncertain *, unplan *, * unexpect, injury. The use of this strategy and the follow-up of references in the bibliographies of key papers listed produces a list of 301 references for further examination.
