The review of the two models of rules and their development and use has resulted in the definition of a broad set of concerns and dilemmas. We reconcile these two views by making the monitoring and improvement of rules an explicit and central process in the rule management process. We also stress the need for involvement of ‘sharp-end’ experts (operators, supervisors) in these processes, so that monitoring can lead in appropriate cases to changes in existing rules, and not just to reinforcement and discipline. The framework:

We present this framework as essentially neutral between model 1 and model 2, both of which it can encompass.
